WILMINGTON Former city police chief Dennis P. Regan died at his Willard Street home Friday, apparently of a heart attack.

Mr. Regan, 50, restored neighborhood police beats and was the Kiwanis Club’s 1971 policeman of the year.

But he almost cut short his city police career. He joined the force in 1964 and in 1968 trained to join the state police. But he failed to qualify because of his arrest for skinny-dipping near Dewey Beach in 1960, the year he graduated from Salesianum School.

Although his record was expunged, Mr. Regan decided to stay with city police, rather than continue to pursuing a move.

He was promoted to detective division sergeant in 1970, lieutenant in 1972, captain in 1973 and chief in 1980.

After retiring in 1985, he worked at J .P. Morgan Bank and was vice president of administrative services.

Mr. Regan, an Army veteran, earned a bachelor’s degree from Wilmington Co11ege and master’s from West Chester (Pa.) University, both in criminal justice.

He was member of St. Anne’s Catholic Church, Wilmington, where he was a Eucharistic minister and choir member. He was a member of Knights of Columbus Curtis Council, Men of Malvern and Irish Culture Club.

Mr. Regan is survived by his wife of 27 years, Josephine Sorhara Regan; a son, Bryan M. of Wilmington; two daughters, Lauren A. Regan of San Francisco, and Kelly R. Murphy of Wilmington; two brothers, Jeremiah J . and John F., both of Wilmington; a sister, Marie C. Regan of Miami; and a grandson.

Mass of Christian Burial will be offered at 11 a.m. Wednesday at St. Anne’s Catholic Church, Gilpin and Union streets, where friends may call 9:30 to 11 a.m. Wednesday, and 6 to 9 p.m. Tuesday. Burial will be in Cathedral Cemetery, Lancaster Avenue.

Instead of flowers, the family suggests contributions to Bayard House, Wilmington.
